Píêvl-ivê Bî (/ˈsohɘ/ /ˈivɘ/ [famous] [fog; mist]) is a temperate Town located in the Rehîêro Zone of the Union of Engineers.

The name Píêvl-ivê Bî is derived from the Iron Elvish language, as Píêvl-ivê Bî was founded by Breli Treg̈me, who was culturaly Iron Elven.

Climate

Píêvl-ivê Bî has a yearly average temperature of 19°C (66°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a cold 9°C (48°F). Píêvl-ivê Bî receives an average of 215 cm/y (84 in/y) of precipitation, most of which comes in the form of rain during the fall. Píêvl-ivê Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1186 m (3891 ft) above sea level.

Overview

Píêvl-ivê Bî was founded durring the early 15th century in spring of the year 1440, by Breli Treg̈me. The establishment of the new community went well, with no major obsticles durring construction.

Píêvl-ivê Bî was built using the conventions of Iron Elven durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Píêvl-ivê Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Píêvl-ivê Bî is buildings are arranged arround a network of restrictive split-log ties streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town has a defencive wall made from large clay bricks. The wall is constructed to the exact specifications of millitary fortifications, but the nature of its clay brick construction leaves it vulnerable to even outdated siege equipment. That said, the town is well defended against anything short of an army. Píêvl-ivê Bî's brittle defences are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

Right off the bat Píêvl-ivê Bî hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this town has come into quite a lot of wealth, and recently from the looks of things. This wealth has brought the town nothing but neurosis, if you can believe your eyes. Everyone acts as if you’re out to take a piece of them. Every door is locked and every window barred. Efforts are made to make you feel welcome, but only in the public areas of the town, particularly the market.

Civic Infrastructure

Píêvl-ivê Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Píêvl-ivê Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Píêvl-ivê Bî's parks.

Píêvl-ivê Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Píêvl-ivê Bî.

Píêvl-ivê Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Píêvl-ivê Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Píêvl-ivê Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Píêvl-ivê Bî's public wards, blessings, and other arcane systems.

Píêvl-ivê Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Píêvl-ivê Bî's grid is powered by a direct leyline tap.

Píêvl-ivê Bî possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.

Píêvl-ivê Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Píêvl-ivê Bî's natural decorations nor waterways.

Píêvl-ivê Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Píêvl-ivê Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Píêvl-ivê Bî's town hall was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.

The Raven near Píêvl-ivê Bî are known to be more aggressive than normal.

Píêvl-ivê Bî's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves bloodletting to channel Invocation energies of tier 2 via singing.

Píêvl-ivê Bî was unknowingly built atop something unstable, and now that substrate is crumbling. It may be swampy ground or a decaying coastline, or it could be an ancient buried city that’s now giving way. In the case of some antique habitation, the denizens that once lived there might be boiling upward as their home is collapsing, or new opportunities may be revealed even as the community’s present structure is ruined.

Píêvl-ivê Bî's roads were poorly made when first laid. Rather than repairing them correctly, a series of new roads was laid atop the old, leading to the streets of modern Píêvl-ivê Bî suffering from potholes, cracking, and even sinkholes. The locals often repair the road by putting down wooden decking.

History

In time immemorial, reportedly some time during the late 2nd century Lake Volta began to boil, and released a thick toxic cloud from beneath its waters which devastated , killing every person and animal in its path which could not escape the cloud. Oddly, the plants of the region flourished in the years after the disaster. An estimated people, livestock, and buildings were lost to the disaster. The disaster is referred to as the Agony Wind.
